They are controlled by 丐幫 and the local triads. They are transported to HK specifically to beg. All their begging proceeds are taken away at the end of the day.
It is common knowledge in the Mainland that 丐幫 kidnap young children and women and old people, maim them deliberately, and then force them to beg for the rest of their lives. 丐幫 was idolized in 金庸小說, but in reality they are the cruelest criminals who have committed some of the worst atrocities towards innocent victims!
A couple of years ago, there were some horribly disfigured beggars at a footbridge near IFC. Each day there was a different one begging at the same spot. I called up the police to complain. A police officer then rang me back personally, telling me it was ok and I should let them be. To cut a long discussion short, HK is a much more corrupt society than many people actually do realize.
What social workers told me was that the best way to help beggars is not to give them anything. There is no genuine need for begging for HK citizens at all because of the social safety net.
Whenever there is a beggar appearing, a social worker would follow up to investigate. About 10 years ago I saw an old lady begging in the Wanchai area. I called up the Social Welfare Department. A social worker then told me that they were well aware of her case but the old lady had some family problems. About a month later, her story appeared in the newspapers with her son, who was a gambling addict forcing her mother to beg on the streets. |
